In July, 1973 the plaintiffs, the Attorney General of the State of Maine and the Board of Environmental Protection, instituted this action in the Superior Court of York County against the defendants, Leroy I. Waycott, Saco Construction, Inc., Pine- grove Corporation and Sherwood Development Corporation. 2
