Petitioner seeks judicial review of a final order in which the director of the Department of Consumer and Business Services (the department) concluded, after a contested case hearing, that the department properly applied ORS 742.005 1 in approving an individual health insurance premium rate increase filed by Regence BlueCross BlueShield of Oregon (Regence) in 2008.
