OPINION

Plaintiff, Anthony Marconi, filed an application for a disability pension with defendant Chicago Heights Police Pension Board (Board). During the pendency of the Board’s review of plaintiffs application for a disability pension, plaintiff filed suit in the circuit court of Cook County, requesting, inter alia, a declaratory judgment that the Board did not timely complete review of his application.
