I. INTRODUCTION
Plaintiff Jon. M. Taylor alleges that Defendants the Town of Freetown (“the Town”); Carlton E. Abbott, the police chief; and Walter Sawieki, his supervisor, violated his First Amendment rights and state law by taking retaliatory actions against him for refusing to cover up, and then protesting, police corruption. Defendants have moved for summary judgment on the grounds that Plaintiffs speech was not protected, the claims are time-barred, and the evidence is insufficient.
