MEMORANDUM ON STAYS
WEINSTEIN, District Judge:
This Memorandum describes the authority of a federal court to stay proceedings in all other courts to prevent the inequitable distribution of a limited pool of assets after a “limited fund” class action has been conditionally certified in accordance with a proposed settlement agreement. Part One briefly describes the current status of asbestos litigation in the courts. Part Two outlines the procedural background of the current proceedings.
