This action is before the court after completion of non-jury “trial.” Supplemental Briefs have been submitted with leave of court.

Plaintiffs claim that defendants instituted certain changes at Logan Airport, Boston, without complying with statutory and regulatory requirements for consideration of environmental impacts.
