OPINION

LYDON, Judge:

This case centers on the propriety of the cancellation of a solicitation by the United States Air Force and its subsequent failure to resolicit. Defendant has moved to dismiss plaintiff’s request for equitable relief based on the court’s lack of equitable jurisdiction over the matter. On February 8, 1985, plaintiff filed a complaint in this court requesting a temporary restraining order (TRO).
