Appellant and cross-appellee, Washington Suburban Sanitary Commission (WSSC), petitioned for the conventional con demnation of water and sewerage systems (the Systems) owned and operated by the appellee and cross-appellant, Utilities, Inc. of Maryland (UIM), a public service utility.
