Mervyn A. Schwedt, Director of the Office of Information Management at the Department of Labor’s Pension and Welfare Benefits Administration (“PWBA”), brought this action against Planning Research Corporation (“PRC”) under the qui tam provision of the False Claims Act (“Act”), 31 U.S.C. § 3729 et seq. (1988 & Supp. V 1993).
