The parties to this action have stipulated to the following facts: John R. Hill began working for the State of North Carolina on 6 June 1975. During the summer of 1981 his position as Accounting Manager I, Chief of Budgeting and Accounting, Division of Social Services, North Carolina Department of Human Resources, became designated as “policy-making” and thereby exempt from certain provisions of statutes governing the State Personnel System, N.C.G.S. 126-1 through 126-79.
