On December 22, 1992, Magellan Corporation (“Magellan”) filed an application for a temporary restraining order (“TRO”) and a motion for a preliminary injunction. At issue is the procurement of Precision Lightweight Global Positioning Receivers (“PLGR”) being conducted by the Joint Program Office of the Department of Defense on the basis that the PLGR is a nondevelopmental item (“NDI”).
