THE COURT.

Appeal from judgment of Superior Court, for the County of Alameda, issuing writ of mandate against Civil Service Board.

W. W. Bruce applied to the Civil Service Board of Oakland for leave to take the examination for the position of patrolman in that city. His application was denied because among his listed qualifications was not that of “ (5) Education: Completion of 12t.h Grade”, a prerequisite which the notice of examination specified.
