The city of Louisville, in December, 1915, connected an old culvert two feet in diameter, which, for many years, had carried the surface water from the west to the east side of Preston street between Brandéis and Lynn 'streets, with a. thirty-inch city sewer leading to the river and located nine feet below the surface, by an eighteen inch pipe, at a point under the center of the street, and at the same time, constructed at the west end of the cul*442vert to protect its mouth a brick wall four feet high, five feet ten and one-half inches long, and about…
