Petitioners, the Southern California Edison Company, Ltd., a corporation, and the San Joaquin & Eastern Railroad Company, a corporation, filed herein their petition asking for an alternative writ of mandate requiring respondent, the State Board of Equalization, to grant certain credit on future payment of taxes to become due from petitioners, and to issue the certificate to the State Board of Control provided for under subdivision 3 of section 3669 of the Political Code, stating the amount of said credit.
