These seven indictments stand upon a motion to quash, and- after full argument I am to pass upon that motion. It is conceded that all of the indictments are based upon section 5506 of the Revised Statutes of the United States, which provides for the punishment of every person who, by any unlawful means, hinders, delays, prevents, or obstructs, or combines and confederates with others to hinder, delay, prevent, or obstruct, any citizen from voting at any election in any state, territory, county, city, or parish.
