In this appeal, we are asked to decide one question of law: whether petitioner Lamphone Voravongsa’s 1 pro se motion for appointment of state post-conviction counsel constitutes a “properly filed application for State post-conviction or other collateral review with respect to the pertinent judgment or claim” within the meaning of 28 U.S.C. § 2244(d)(2), as amended by the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA), 110 Stat. 1214, thereby tolling the one-year period of limitations that would otherwise bar review of Voravongsa’s federal habeas…
