Robert Hutchings was convicted of two counts of mail fraud, one count of wire fraud, and one count of making a false statement to a bank. As part of his sentence, he was ordered to pay $250,000 in restitution. Hutchings was paroled 2 three times, and each time his parole was revoked by the U.S. Parole Commission (Commission) for failure to pay restitution.
