Bobby Ray Jones appeals the district court’s 1 dismissal of his petition for writ of habeas corpus. Jones argues that the United States Parole Commission (Commission) abused its discretion and acted in an arbitrary and capricious manner, ex post facto, in failing to provide Jones an initial parole hearing prior to, or as soon as possible after, his parole eligibility date.
