Gerard Flaherty brings this action seeking judicial review of the Massachusetts Police Department Board on Claim’s decision denying his injury claim. Flaherty, a former Massachusetts State Police Trooper, contends that he has suffered both psychological and physical injuries as a result of a traumatic incident during which he shot and killed a suspect. He seeks to recover his salary for the period between April 2001, when he stopped working, and June 7, 2006, when his retirement benefits commenced.
