OPINION

GARRETT, Judge:

¶ 1 On April 15, 1996, the City Council of the City of Bartlesville, Oklahoma, enacted an amendment to Article VI of the Bartles-ville Municipal Code, pertaining to animals. Section 3-132 of Article VI now provides:

Sec. 3-132. Other animals.

No outdoor quadrupeds or bipeds, except dogs and cats, shall be kept without prior approval of the Board of Adjustment as a special zoning permit pursuant to the provisions of the Bartlesville Metropolitan Zoning Regulations.
