MEMORANDUM AND ORDER The Consumer Financial Protection Bureau has a $38,453,341.62 judgment against James Carnes1 and his company, Integrity Advance, LLC, for restitution for losses imposed by an illegal payday lending scheme. James Carnes also owes the Bureau a civil penalty of $5,000,000 and Integrity Advance owes a $7,500,000 penalty. Neither Integrity Advance nor James Carnes have made any payment on the judgment.…
