This is a partial takings case. Plaintiffs Portland Natural Gas Transmission System and Maritimes & Northeast Pipeline, L.L.C. (collectively “Portland”) have acquired temporary and permanent easements to install, operate and maintain interstate natural gas pipelines across land in Haverhill, Massachusetts owned by WBC Extrusion Products, Inc.
