BREITENSTEIN, Circuit Judge:
This race discrimination suit asserts violations of 42 U.S.C. §§ 1981, 1983, and 2000e et seq. by various officials of the City of Norfolk, Virginia. The appeal attacks the dismissal of the amended complaint. We affirm in part and reverse in part.
The individual plaintiffs-appellants consist of two groups. The first includes unsuccessful applicants for employment with the Norfolk Fire Department, and the second is composed of employees of that Department. Each group alleges class representation.
