Appellant, Fort Hall Indian Stockmen’s Association, Inc., (hereinafter referred to as Association) is an incorporated nonprofit cooperative association, organized and existing under the provisions of I.C. Tit. 22, Ch. 26. The principal purposes of the Association are to provide for its members grazing facilities, range rights, range and feeding management, bulls for breeding services, ■ herders and riders.
