In grading a promotional examination to fill a position above the rank of patrolman in a police department of a noncharter city, sneh as Lorain, where the statutes relative to civil service are applicable, the municipal civil service commission must consider the following factors: (1) the grade received on the written examination, (2) the seniority credit and (3) the efficiency credit, State, ex rel. Ethell, v. Hendricks, 165 Ohio St. 217; Section 143.24, Revised Code.
