MEMORANDUM AND ORDER
JOYNER, JUDGE.
This § 1983 action is before the Court now for disposition of the Plaintiffs’ Motion for Partial Summary Judgment. For the reasons outlined in the pages which follow, the motion shall be granted.
Factual Background
The plaintiffs here are all property owners and landlords in the City of Philadelphia. Plaintiffs Lea and Gerard Augustin and Thomas and Donna McSorley are residential property owners and landlords, whereas Plaintiff Richmond Waterfront Industrial Park LLC is the owner and lessor of commercial property in the city.
