STARR, Circuit Judge:
This case calls upon us to review an agency reading of a provision commonly found in electric utility contracts. Specifically, the issue is whether-the Federal Energy Regulatory Commission correctly interpreted a fuel adjustment clause to re quire a regulated utility to remit to its wholesale customers refunds received by the utility from its fuel suppliers. For the reasons that follow, we conclude that the Commission’s decision was correct. We therefore deny the petition for review.
