I. INTRODUCTION

The plaintiffs 2 minor child, K.L., attends special education classes at defendant Ludlow Taylor Elementary School (“Ludlow Taylor”). Defendants Ludlow Taylor and District of Columbia Public Schools (“DCPS”) allegedly acted in violation of KL.’s rights to equal access to education. The plaintiff now appeals a DCPS Hearing Officer’s determination (“HOD”) dismissing the plaintiffs claims.
