MEMORANDUM OPINION

COLLEEN KOLLAR-KOTELLY, District Judge.

Plaintiff Herbert Douglass (“Plaintiff’) brings this action against Defendant District of Columbia (the “District”) pursuant to the Individuals with Disabilities Education Act, (“IDEA”), 20 U.S.C. § 1400 et seq., as well as 42 U.S.C. § 1983 and Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794 et seq. Compl. ¶ 1.
