HALL, Judge.

¶ 1 Pawn 1st, L.L.C. (Pawn), appeals from the superior court’s decision granting summary judgment in favor of the City of Phoenix, the City of Phoenix Board of Adjustment (the Board), and members of the Board (col*310lectively, the City) and the real party in interest, William Jaehimek, doing business as Central Pawn. The court found that Pawn lacked standing to bring a statutory special action challenging a decision by the Board granting a variance to Jaehimek.
