This case was before the court on January 29, 1998, for arguments on an appeal of a ruling of the Board of Zoning Appeals of the City of Norfolk (hereafter “BZA” or “Board”). By agreement of counsel, with the concurrence of the court, no further evidence was taken, and the matter was to be decided on the record.
