MANION, Circuit Judge.
Paula Blise, a black woman, brought this suit in the Eastern District of Wisconsin against the City of Kenosha, Wisconsin (“Kenosha” or the “City”), John Antarami-an, the City’s Mayor, Nick Arnold, the City Administrator, and Steve Stanczak, the City’s Director of Personnel. Blise alleges that the defendants violated her constitutional right to equal protection through an ongoing policy and practice of not promoting blacks to positions of influence and authority. The district court granted summary judgment in favor of all of the defendants. We affirm.
