Plaintiff-Appellee Bruce M. Anderson brought this action against Defendant-Appellant, Chief Justice Rogelio Valdez of the Texas Thirteenth Court of Appeals (“Thirteenth Court”), asserting an individual and official capacity claim under 42 U.S.C. § 1983.
