Walicee, Judge:
The merchandise the subject of these protests consists of so-called “iron pictures.” The sample, exhibit 1, before *63the court, consists of a wooden frame 5x7 inches, designed to be hung horizontally, from the bottom of which a representation of a flower stem runs, to which are affixed branches and flowers, all made of metal, and conventional in design. Duty was assessed thereon at the rate of 60 per centum ad valorem under the provisions of paragraph 1518 of the Tariff Act of 1930, the pertinent portion of which reads as follows:
