William Goldberg filed an application with the Board of Commissioners of Richmond County for a license to sell wine, beer and whiskey. His application was denied. He filed a complaint in the Superior Court of Richmond County alleging he had complied with all of the requirements of Richmond County regulating the sale of wine, beer and whiskey and sought a mandamus absolute, requiring the defendants to issue the alcoholic beverage license sought by him.
