Campbell, United States District Judge *818Plaintiffs brought suit against Defendant City of Phoenix, challenging a City ordinance that prohibits pet stores from selling dogs and cats supplied by commercial breeders ("the Ordinance"). See Phoenix City Code § 8-3.06. Plaintiffs argued that the Ordinance violated the Dormant Commerce and Equal Protection Clauses of the U.S. Constitution as well as the Arizona Constitution's prohibition on special laws, and was preempted by state law.
