Lovins, Judge:

On application of the West Virginia State Medical Association, the Circuit Court of Kanawha County issued a rule, directed to the Public Health Council of West Virginia and its members, to show cause why further proceedings by the Council in the matter of the reinstatement of the license of Horacio Buonanno to practice medicine and surgery in this State should not be prohibited. On motion of Buonanno he was made a party to the proceeding, as having an interest adverse to petitioner.
