Defendants are public utilities which operate under the authority and regulation of the Pennsylvania Public Utility Commission (“PUC”), pursuant to the Pennsylvania Public Utility Code (66 Pa.C.S. §§ 101— 3315), who seek to dismiss the Complaint (doc. no. 1) of the Federal Trade Commission (“FTC”).
