A supplemental petition filed October 3, 1989, alleged the minor, Andre P., “on or about October 2, 1989, did willfully and unlawfully resist, delay and/or obstruct a public officer of the City of Bakersfield, to wit: Officer L. Mills in the discharge and/or the attempt to discharge a duty of his office; thereby violating Section 148 of the Penal Code . . ." The supplemental petition alleged his violation brought Andre within Welfare and Institutions Code sections 602 (count I) and 777, subdivision (a) (count II).
