MEMORANDUM OPINION According to the plaintiff, this case is about mistaken identity. In July of 1999, Richmond City police officers “falsely arrested” Erick Goodall and charged him with “possession of a firearm by a drug user, grand larceny, possession of marijuana, and possession of cocaine.” (ECF No. 26, at 8.)!
