This is an appeal from a decree of the Circuit Court No. 2 of Baltimore City sustaining demurrers to the amended bill of complaint without leave to amend.

The amended bill of complaint was filed by the appellant-complainant, the Universal Realty Corporation, against certain individual defendants named Felser, hereinafter called the Felsers, and against the Mayor and City Council of Baltimore and its Buildings Engineer, hereinafter called the City.
