Petitioner was convicted of violating an ordinance of the county of Ventura, adopted by a vote of the electors of the county at an election held in November, 1900, under the provisions of section 13 of the County Government Act of 1897 (Stats. 1897, p. 454). He contends that the ordinance under which his conviction was had is unconstitutional and void.
Section 1 of- article XI of the constitution reads as follows: “ The several counties, as they now exist, are hereby recognized as legal subdivisions of this state.”
