By this action the plaintiffs, Quincy Education Association (the Association) and more than ten taxable inhabitants of Quincy, challenge the defendant city council’s *67rejection of the supplemental budget requests of the school committee (also a defendant) for the academic year 1979-1980 (F.Y. 1980) and the reduction by the city council of the committee’s request for the academic year 1980-1981 (F.Y. 1981).
