BROWN, J.:

The appellee here, W. P. Smith, filed a petition for an alternative writ of mandamus in the Circuit Court of the 15th Judicial Circuit in which he alleged that he was a vendor of intoxicating liquors in the County of Palm Beach and had been a- duly licensed vendor for the past three years and that in his place of business intoxicating liquors were sold and consumed on the premises.
