This matter is before the court on a Rule 56.2 motion for judgment on the agency record filed by Plaintiff BMW of North America (“Plaintiff’ or “BMW”). See PL’s Rule 56.2 Mot. J. Upon Agency R., Sept. 18, 2015, ECF No. 29 (“Pl.’s Mem. Supp.”).
