GARLAND, Circuit Judge:
Pacific Bell petitions for review of an order of the National Labor Relations Board (NLRB), which found that the company committed an unfair labor practice by refusing to bargain with the Telecommunications International Union, California Local 103 IFPTE, AFL-CIO (TIU). Pacific Bell contends that its refusal to bargain was justified by a good faith reasonable doubt regarding TIU’s authority to represent the bargaining unit’s members in negotiating a new collective bargaining agreement.
