Thomas F. Farb (“Plaintiff’) brought this action against the ex officio1 and private trustees2 of the Puerto Rico Science, Technology and Research Trust (“Trust”) in their individual and official capacities. (Docket No. 5.) This action is brought pursuant to 42 U.S.C. § 1983 (“Section 1983”), alleging violations of the First Amendment of the United States Constitution.
