OPINION

ELDRIDGE, Judge.

These cases involve the validity of charter amendments proposed, pursuant to the Maryland Constitution, Art. XIA, § 5,1 by petitions of the voters of Baltimore and Anne Arundel Counties respectively. This opinion sets forth the reasons underlying the Court’s order requiring each county’s Board of Election Supervisors to place proposed “Property Tax Limitation” charter amendments on the ballots for the 1990 general election.
