Before the Court are Defendant’s December 17, 2009 motion for judgment on the administrative record (“Def.’s Mot.”) and pro se Plaintiffs January 12, 2010 cross-motion for judgment on the administrative record (“Pl.’s Mot.”), filed pursuant to Rule 52.1(c) of the Rules of the Court of Federal Claims (“RCFC”).
