OPINION

GORDON, Judge.

Plaintiff Carpenter Technology Corporation moves for judgment upon the agency record pursuant to USCIT R. 56.2, challenging a decision by the U.S. Department of Commerce (“Commerce”) to partially revoke the antidumping duty order covering stainless steel bar from India. See Stainless Steel Bar from India, 69 Fed. Reg. 55,409, 55,411 (Dep’t of Commerce Sept. 14, 2004) (final results admin, review) (“2001 Administrative Review ”).
